Concern why additional data was needed. Not an indication of their unwillingness to supply data if needed. “Why are fisheries still allowed to be over exploited despite good data?”
A need to outline (in layman’s terms) what will be collected and how data supplied will be used.
Desire to vest more control with the states over the surveys-particularly dockside interviews since “those closest to the fishery know better what is happening.”
